COVID19 PPP assistance
We build solar projects in low income communities and our revenue has been drastically reduced due to COVID19. We have specific questions about our PPP CARES act application.

I have several questions.
We are structured as a parent organization with several affiliates, each with their own EID. We have a group exemption with the IRS and the parent is the sole member of each affiliate, and we normally present consolidated financials to the bank for things like our existing line of credit facility. I was planning on doing a consolidated application, but just heard from the bank who seems closest to being able to process applications, that they think it should be one application per EIN, but sounded like they hadn't been given clear guidance. Do you know whether we should be doing a single application, or one application per EIN?
At this point, it doesn't seem like anyone I'm talking to is actually submitting applications to the SBA, because they are waiting for more guidance and/or have concerns about the structure of the program. Do you know of anyone who is actually submitting?
Do you know whether workers comp insurance expenses are an eligible Payoll expense for purpose of determining loan amount?
It is unclear what kind of payroll taxes are eligible Payoll expense for purpose of determining loan amount. We are currently thinking we include SUTA, but exclude everything else (Medicare, Social Security, Family Leave, Medical Leave). Does that seem correct?
We have many paid training programs/internships that are not included in the quarterly IRS payroll reports because the interns/trainees aren't official employees. We are assuming these are eligible Payoll expense for purpose of determining loan amount. Does that seem correct?
We also offer housing stipends for some of our year long fellowships. These are paid directly to landlords, but are a benefit provided as part of the fellowship. We are assuming these are eligible Payoll expense for purpose of determining loan amount. Does that seem correct?
