Background & Context
On March 27, 2023, a massive fire broke out in a Mexican immigration detention center in Ciudad Juarez, killing 40 migrants and severely injuring and disabling 27 others. Mexico's top immigration official and other authorities and guards have been criminally charged for their refusal to open the cell and failure to keep detainees safe. One of the survivors from Guatemala is living in Memphis, TN with his wife and three children, having entered the U.S. on humanitarian parole.
